Every tender prepared by DX Civil includes a clear statement of the pricing basis. We identify what is included, what is excluded, and which assumptions have been used where the tender documents are incomplete, inconsistent or unclear.
Tender Inclusions
The inclusions schedule confirms the work, resources and allowances covered by the submitted price. Depending on the scope, this may include:
- Labour, plant, materials and consumables
- Mobilisation, demobilisation and site establishment
- Supplier and subbie allowances
- Haulage, tipping and disposal assumptions
- Temporary works and access provisions
- Traffic control and staging allowances
- Testing, inspections and quality documentation
- Supervision and project preliminaries
- Specified working hours and programme assumptions
- Nominated quantities, rates and provisional allowances
Tender Exclusions
The exclusions schedule identifies items not included in the tendered price. Common examples may include:
- Unidentified hazardous materials
- Latent ground conditions beyond the stated geotechnical information
- Authority fees, permits or bonds unless specifically allowed
- Design, certification or temporary-works engineering unless stated
- Out-of-hours work unless identified in the tender documents
- Unknown service relocations or undocumented utilities
- Contaminated spoil outside the nominated classification
- Escalation beyond the stated validity period
- Principal-supplied items or works by others
- Any scope not shown or reasonably identifiable in the tender documents
Assumptions and Qualifications
Where information is missing or ambiguous, DX Civil records the assumptions used to complete the estimate. Qualifications may also be included to clarify commercial conditions, measurement basis, programme, access, productivity or responsibilities between the contractor, client and subbies.
